On Thursday, July 7th, 2022, during early morning hours, Putnam County Sheriff’s Office Drug Investigation Division and Patrol Deputies were conducting saturation of high drug areas and stopped a vehicle which led to the arrest of Keurstyn Lanae Garrett, 32, of Cookeville, TN, for two counts of simple possession / casual exchange and one count of drug paraphernalia, resulting in a bond total amount of $14,000. The Putnam County Sheriff’s Office says Garrett has been in the Putnam County Jail thirteen separate times.
A second vehicle was stopped with occupants Billy Ray Cooper Jr., 37, of Cookeville, TN, and Chantel Renee Keagle, 32, of Cookeville, TN. Vehicle occupants threw two items out of the window and attempt to flee on foot but were apprehended.
Billy Ray Cooper Jr. was charged with manufacture / deliver / sell of schedule six drugs, tampering with evidence, manufacture / deliver / sell of schedule three drugs, and manufacture / deliver / sell of more than 0.5 grams of methamphetamine. Bond was set at $113,000. The Putnam County Sheriff’s Office says Cooper has been in the Putnam County Jail over thirty separate times.
Chantel Renee Keagle was charged with, manufacture / deliver / sell or possession of more than 0.5 grams of methamphetamine, tampering with evidence, manufacture, deliver, sell, possession of schedule six drugs, and was served an outstanding warrant for failure to appear to court on a previous charge. Bond total was $110,000. Authorities report that Keagle has been in the Putnam County Jail eight separate times.
