The Crossville City Council fell one vote short Tuesday night in an effort to bypass state laws that prohibit a referendum on the issue of a city operated ambulance service. While Mayor Crawford and two others voted to petition the state for a special exception, Council members Turner and Fox voted no, blocking the necessary supermajority. A motion to rescind the referendum was approved by a simple majority in a 4-1 vote.
