Crossville, TN- The City of Crossville, The Sports Authority of the City of Crossville, Tennessee and the Putnam County Family Young Men’s Christian Association (YMCA) are excited to announce a new partnership to build a state-of-the-art indoor recreation facility for the community. The facility will provide a wide range of recreational opportunities for residents of all ages and abilities.
The collaboration between the entities exhibits their commitment to enhancing the quality of life for residents and promoting health and wellness in Crossville. The new facility will offer a variety of amenities, courts, a pool and multi-purpose rooms for classes and programs.
“We are honored and excited to partner with the YMCA and the Sports Authority to bring this much-needed indoor recreation facility to Crossville,” said Mayor R.J. Crawford. “This is a monumental occasion and demonstrates our dedication to providing opportunities for residents to stay active, healthy, and engaged in our community.”
The new facility will be centrally located and accessible in Crossville on Highway 127 North and Livingston Road, serving also as a gateway to the downtown area. Additionally, the facility will be an asset to the community by providing a hub for community events, programs, and activities that promote health, wellness, and social interaction.

Construction of the new indoor recreation facility is set to begin in the coming months. A date for the groundbreaking ceremony will be planned as soon as confirmation of the sale of bonds has been received. The Sports Authority of the City of Crossville was formed under the state Sports Authorities Act of 1993. Under state and federal law, the Authority has the power to issue tax-exempt bonds to fund construction of its projects. The state Sports Authorities Act gives the City the power to support the Authority’s mission by, among other things, donating land for project sites, loaning employees and support staff, and contributing or pledging certain of its revenues to the payment of the Authority’s obligations. The Sports Authorities Act prohibits the City from pledging or paying any of its property tax revenues to the payment of any bonds issued by the Authority; similarly, the City is not permitted to pledge or pay revenues from its water and sewer systems, or other revenues which are restricted in the purposes for which they can be spent.
The Sports Authority of the City of Crossville is funding construction of the future Crossville YMCA with an issue of its tax-exempt bonds. The bonds’ proceeds will be securely held by an indenture trustee to prevent the proceeds from being used by anyone for any purpose other than building the planned facility. The bonds will not be redeemable for five years after their date of issue.

It will address the needs and interests of different age groups and intergenerational activities that benefit everyone involved,” said Chairperson Tracey Barnes of The Sports Authority of the City of Crossville, Tennessee. “Moreover, the recreation center will attract professionals to the town by showcasing a vibrant community life. This not only makes the town more appealing for relocation but will also create a stronger sense of community among current residents strengthening our community ties.”
