Man Arrested After Officers Say He Was Passed Out In Vehicle At City Cemetery

Crossville Police were dispatched to City Cemetery just before midnight Wednesday (1/27/2021) to a man passed out behind the wheel of his vehicle.  Police found 27-year-old Cesar Manuel Colin slumped in the seat of a black Chrysler 300.  The vehicle was still in drive and was taking up both lanes of traffic on the hill leading toward Cook Road.  Fearing the vehicle could roll down the hill, the officer opened the car door, pressed his foot on the brake and reached over and put the vehicle in park.  Mr. Colin did not rouse as this occurred and had an odor of alcohol.  Once awake, police say Mr. Colin appeared confused and had to be assisted by officers to prevent him from falling.   Mr. Colin was placed in custody and charged with DUI and driving on a suspended license.
